this is usual sodium lamp, lamp with phenning mixture have powers 110W - replacement mercury 125W , 210W or 220W - replacement mercury 250W , 330W or 350W - replacement mercury 400W

You are right - my lamp is 210 W ! But I never paid atention to this and did'nt new so much about sodium lamps, Thanks! But why it fires in russian lanterns for LRF 250 only sometimes - I dont know
Today I'll show my second polish lantern - OWP-250 made especially for USSR:





It is made in 1986, but last year I saw new OWP in one shop and it was quite expensive - 500 lt (~600 zl)

You are right, these fixtures are quite expensive. OWP is sometimes used in explosive-risk environment.
Penning mixture has at least two gases - first one, that the lamp works on and second one, with lower ionization potential.

The other gas, a quench gas, has to have lower ionization potential than the first excited state of the noble gas. The energy of the excited noble gas atoms then can ionize the quench gas particles by energy transfer via collisions; known as Penning effect.

A Penning mixture of neon and argon is also used as a starter gas in sodium vapor lamps, where it is responsible for the faint reddish glow before the sodium emission kicks in. Penning sodium lamp (in PL these ale often called WLSP) can start at typical mains voltage, they don't need any high voltage pulses to strike through and initiate an discharge.
That's why one can substitute an Penning sodium lamp instead of an mercury lamp, without adding any additional circuit, such as an ignitor. Russian ballasts have quite poor insulation, so should an typical ignitor be installed, the high voltage spikes will short circuit some insulation of the ballast, probably destroying it.

I know, but in Lithuania this type fixtures sometimes were also used in streetlightning

And more of my collection:
My Elgo OUSd-70. I fuond it damaged, without protective glass

Also I have two Elgo Strada, but both of them are without ballasts and covers

And thats all of my Polish lanterns.

Also I have old russian SPO-200, some of them:
